Italy has made some progress over the last decade, but its performance on e-government and transparency is still below its human development potential. Too close ties remain between interest groups and supposedly autonomous key actors such as the judiciary or the media. While regulatory quality has improved somewhat, and the administrative burden decreased, political parties continue to be too involved in the appointments of public officials and the handling of large public contracts. Organized crime, while contained in the South, has spread its influence in the rest of the country through apparently legitimate businesses that compete to provide municipal services.

Indonesia has made significant progress in 12 years, especially on judicial independence and e-citizenship, but also on transparency and online services. Its anti-corruption agency is among the few effective ones in the world. Measures cutting rents at the level of regulation, however, still need a majority in the legislature. Indonesia has yet to reach a critical mass of reformers attempting to redress the quality of regulation, but despite struggling at times progress does seem to happen and is forecast to continue.
